THE INCIDENT: In May 1660, as Charles II passed through Rochester on the eve of the Restoration, a covert handoff was made under cover of the royal return. The exchange was marked complete with one word: SATIS.

But one man in the chain was false, an operative whose betrayal became the earliest known trace of the Shadow Directorate. The record was broken apart and hidden across Rochester, then buried for centuries beneath history, Dickens and the legend of Satis House.
